Org. Setting and ReportingThe post is located in the Office for the Peacekeeping Strategic Partnership (OPSP) in Office of the Under-Secretary-General for Peace Operations at the United Nations Headquarters, New York. The incumbent reports directly to the Head of the Office and will complement the work of the OPSP Senior Military, Senior Police, and Logistics Officer. ResponsibilitiesWithin delegated authority, the Senior Political Affairs Officer will report to the Director of OPSP and be responsible for the following duties: • Identifies political affairs strategies; contributes to the development of a vision or direction for work; contributes to policy directives and plan of action for immediate and long- range solutions to political and systemic challenges in peacekeeping operations; ; identifies emerging issues pertaining to implementation of peacekeeping mandates; analyses implications and makes recommendations on possible strategies and measures. • Plans and implements the operational activities related to the work of the the Department of Peace Operations, including, comprehensively reviewing and assessing mandate implementation of peacekeeping operations with a focus on military and police incorporating an integrated approach across the different components of peacekeeping operations. • Plans, coordinates and manages programmes, projects and activities requiring interdepartmental and/or interagency involvement and participation. • Prepares briefing notes and talking points for the Secretary-General, Senior Advisers, Under-Secretary-General/Assistant Secretary-General. • Advises on and participates in discussions on systemic issues in peacekeeping. • Provides continuous guidance and advice to the Director as well as other senior officials and intergovernmental bodies concerning the organization of work. • Leads and directs a work team; plans and allocates work assignments; coaches, and mentors new and existing staff. • Acts as coordinator for complex coordination and support missions. • Manages, coordinates, organizes and supervises research on a variety of political issues in a region and or country or major conflict. • Represents division/office/mission at round tables, seminars and conferences. • Responds to/prepares responses to comments, statements, queries of parties and manages operations involving several components, including civilian, military and police aspects of peacekeeping operations. • Formulates the programme of work, budget and medium-term plan of the unit and participates in the overall approval of the programme of work, and administrative matters concerning the Section/Division or mission; coordinates and oversees work of colleagues and unit. • Develops and maintains relations with senior government officials and advises them on issues and policies of mutual concern. • Performs other related duties as required. EducationAdvanced university degree (Master’s degree or equivalent) degree in political science, international relations, international economics, law, public administration, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationNot available. Work ExperienceA minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Extensive experience in political outreach, facilitation, analysis, advice and reporting is required. Experience serving in a United Nations Peacekeeping Operation or similar setting is required. Experience serving at United Nations Headquarters or similar international organization is required. Experience in identifying systemic gaps in mandate implementation of peacekeeping Missions, including uniformed components is desirable. Experience in supporting the integrated assessments of peacekeeping Missions at the operational (civilian, military and police), administrative and logistical levels is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is available.
