Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Serves as a Supervisory IT Specialist in the Database & Data Center Support Services Section, AMK-222. Responsibilities Manages a technical staff of IT Specialists responsible for providing database administration services for small- and large-scale Department of Transportation (DOT), Federal Aviation Administration (FAA) and other government agencies, support for the FAA's mainframe environment, IT Service Management (ITSM) support specifically in Change, Configuration, Release, Availability and Contingency Management disciplines. Works with the Business Enterprise Team (BET) to gather requirements for new customers along with yearly customers renewals as well as technical liaison for some of the Enterprise Services Center (ESC) customers. Managerial duties include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; taking or recommending corrective/disciplinary actions, as appropriate. Oversees and manages contracts for FAA Mainframe system. Works with other ESC Teams in developing new business for the ESC specially focusing on the AMK-222 section. Duties may also include preparing proposals, understanding existing and new capabilities to implement, communicating to customer's visions and directions, marketing, and performing customer relations for all facets of database operations and ITSM disciplines. Responsible for implementing and maintaining ITIL standards (ISO 20000) within the section. Uses assigned budget, staff, and other resources to accomplish project/program objectives. Requests additional resources as needed to respond to workload. Contributes to budget planning process and projects short-term future needs and participates in tracking financial information for the section. Assists is managing the budget for the section using guidelines and policies for an FAA franchised organization. Works with the ESC Business Office to negotiate/administer customer agreements and ensures full cost recovery operations for all services performed. Contributes to ESCs organizational budget and performance planning processes. Work is typically governed by established guidelines, policies, and procedures. Resolves routine problems independently but consults with higher-level management when existing guidelines are not available or applicable to complex problems. May be called upon to assist in developing new policies and procedures. May perform other duties as assigned. Requirements Conditions of Employment We are not accepting applications from noncitizens. Qualifications To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience planning and communicating organizational objectives; overseeing and/or managing system administration services and database administration services; creating, negotiating, and administering customer agreements; performing maintenance, enhancement, monitoring, and production services on multiple systems; operating under ISO 20000, ISO 9000:2001, and ITIL principles; demonstrating accomplishments of IT project assignments such as vulnerability scans on databases, operating systems, web sites, network switches, and virtual environments; analyzing vulnerabilities and development of reports to assessors, system security officers, and management reports; and installing, maintaining and troubleshooting computer applications... AND Individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. 1.
