Job Summary:

Under general supervision, perform effective, efficient, operation of the Vermilion Police Department Communication Center and Support Services Division. The Dispatcher may work alone or with another dispatcher and various sworn personnel during their work hours. The Dispatcher performs other related duties as required (i.e. assist with booking of prisoners, searching of female prisoners). Dispatchers should understand the concepts of protection of life and property and the preservation of order within the community as a basic law enforcement function and above all, the concept of assisting in officer safety through their competencies. Dispatchers are to perform relentless follow-up to achieve task, assignment, or mission success. Dispatchers are required to wear distinctive uniforms as designated by the Chief of Police.

Ensure the general safety of the officers and public
Receive incoming telephone and radio calls, obtaining essential data, evaluate the situation, and initiate the appropriate responses.
Receive and transfer telephone messages.
Maintain logs and records of information regarding incoming calls and responses initiated.
Communicate over and listen to police, fire and ems radio
Orally communicate with the public, fellow employees and supervisors to a degree that complete understanding is accomplished
Complete all required paperwork in a timely manner
Attend in-service and specialized training as required
Obtain information on persons or property involved in or reporting crimes from witnesses, victims, or others with knowledge of the incident.
Speak with and refer citizens in need to appropriate public and social services.
Exercise sound judgment in dispatching police, ambulance and fire units.
Conduct file searches
Operating knowledge of the Ohio Law Enforcement Data System (LEADS) or other required computer systems and ability to code messages, enter messages, or inquire into the system
Operate audio-visual monitoring systems and be able to distinguish colors and tones. Receive and monitor severe weather and/or potential disaster warnings on monitors.
Monitor several radio frequencies and evaluate communications in order to determine how that information may relate to Vermilion, Ohio.
Coordinate and direct response to calls for emergency service as the result of automobile accidents, criminal incidents, fires, neighborhood or family disturbances, complaints, injuries, potentially dangerous situations, violations of statutes and general assistance.
Conduct criminal record and information checks as requested by officers on duty.
Maintain audio/visual monitoring of municipal buildings, booking area and other assigned areas.
Operate and control electronic security lock system within the police and jail areas.
Monitor alarm board, fire and smoke alarms, as well as telephone initiated calls for service.
Call out other city departments as directed by on duty supervisor
Performs other duties as required.

Knowledge of:
1. Departmental policies and standard operating procedures.
2. Public relations techniques for handling calls for service or complaints.
3. Booking and communications operations.
4. Record keeping, report preparation, filing methods and record management techniques.
5. Correct English usage, including spelling, grammar, punctuation, and vocabulary.
6. Computer applications related to work.
7. Basic police procedures.
8. Geography of the City of Vermilion, Ohio and surrounding area
9. Applicable state, federal and local laws, rules, and regulations

WORKING CONDITIONS:

Generally, climate controlled
Exposure to unknown and dangerous conditions such as intoxicated, violent arrestees, mentally or emotionally disturbed persons, short tempered, angry, frustrated, rude persons with foul language.
Exposure to health conditions from contacts with individuals with contagious or communicable diseases.
Working time may require irregular hours and shifts; at times voluntary and involuntary overtime may be necessary, as well as being called back to duty on short notice.
At emergency or training scene, working conditions may be moderately loud.
Ability to work in a busy, noisy, and stressful environment.
Ability to devote total concentration to the radio and phones for long periods.

A police dispatcher may be assigned to specialized or specific duties, including but not limited to; field training officer, safety town, or harbor patrol. A dispatcher assigned to a specialized or specific duty is required to perform all the essential job descriptions and general job duties of a dispatcher.

In addition, material and equipment used, minimum qualifications required, knowledge, skills and abilities, and working conditions will vary according to the assignment.
