The Environmental Scientist will be a key member of the Division of Environmental Planning and Engineering at Caltrans District 4 (Bay Area) in Oakland, CA. The incumbent will be an environmental team lead on Project Development Teams for the delivery of transportation projects throughout the San Francisco Bay Area. The Environmental Scientist will be critical in identifying and furthering ways to avoid and minimize environmental impacts and contribute to enhancements within the State Highway System. Under the general direction of a Senior Environmental Scientist (Supervisory), the Environmental Scientist plans and executes the complex environmental studies required to facilitate project delivery. The incumbent will gather, research, and analyze social, natural, and environmental data for preparation, review, and processing of environmental documents considering the impacts of transportation projects as mandated by federal and state laws, regulations, policies, and procedures.

Position located at 111 Grand Ave., Oakland, Alameda County.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.Possession of a valid driver’s license is required when operating a state owned or leased vehicle.
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
BA/BS or higher in Environmental Science or related discipline. Preferred coursework includes ecology, wildlife biology, environmental law/ policy studies, urban/city planning, etc. Preferred experience includes 1-3 years practicing skills in the preferred coursework areas, especially including California Environmental Quality Act and/or National Environmental Policy Act, Coastal Zone permitting, public-facing customer service, or developing community impact analysis for development projects. Desirable traits include excellent written and verbal communication skills, ability to manage multiple projects with competing deadlines, attention to detail, critical and solution-oriented thinking, ability and desire to learn, and ability to work effectively independently and as part of a team.
