Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of and/or experience in technical design, plan review, construction inspection, and report preparation for domestic/potable, industrial/wastewater, and/or recycled/reuse water systems. 
  • Knowledge of and/or experience with conducting field investigations.  
  • Familiarity and/or experience with the Safe Drinking Water Act and drinking water regulations, as well as processing water quality data to determine compliance with applicable regulations.
  • Effective written/verbal communication, interpersonal capabilities, and problem-solving skills. 
  • Good attention to details with ability to follow instructions and directions with minimal error. 
  • Working knowledge of computer applications (Microsoft Teams, Outlook, Word, Excel, Access). 
  • Ability to work independently, organize/set priorities, and meet deadlines.

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial size 12-point font , and normal 1-inch margins.

Applicant must answer the following SOQ questions in the order listed:
  1. Why are you interested in this position; what specifically interests you about this position? 
  2. Describe your knowledge and/or experience, if any, in each of the following: drinking water treatment processes and practices, drinking water distribution infrastructure, drinking water and environmental regulations, drinking water quality, and water conservation and drought. Include the number of years of knowledge and/or experience you have, if any, in each of these areas. 
  3. Describe your communication and presentation skills, including verbal and written. 
  4. Describe your knowledge of and/or experience with organizing work content, completing work products, streamlining work activities, and optimizing work productivity. 
  5. Describe your interpersonal abilities to develop and maintain cooperative and collaborative work relationships, especially in a team-building capacity.
