At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. Please note that if qualifying under the 55 b/c program, candidates must include with their resume or application a copy of the letter from Civil Service which indicates approval for the 55 b/c program Duties Description Environmental Program Specialist 1 (EPS) will be responsible for performing the following duties: technical evaluation of applications for air pollution control permits and registrations using sound scientific judgment; drafting of air pollution control permits and registrations using applicable regulations; be able to understand tabulated information, review and evaluate calculations, read understand and evaluate applicability of federal and state regulations, guidance and follow directives; conduct field inspections at regulated industrial, institutional, or small commercial facilities to determine compliance with regulations and permit conditions; investigate air quality complaints as reported by the public; prepare written reports and recommendations of compliance status for supervisor review; assist staff and the Office of General Counsel in air enforcement cases; and assist in file management, including electronic files and FOIL request. Prior technical experience a plus. Successful candidate shall have a valid driver's license. Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.Use of personal protection equipment, including a respirator, will be required.
