Requirements

The Office of Emergency Management (OEM) at Georgetown University is responsible for leading the University's efforts to mitigate, prepare for, respond to, and recover from emergencies and disasters. OEM is responsible for the development and continual oversight of the University's Emergency Management Plan (EMP), which facilitates the coordination and communication between all University stakeholders. In the event of an emergency, the Director takes a leadership role in coordinating the University's response. Serving locations across the Georgetown University enterprise, this role provides leadership and oversight for the development of policy and strategy across the areas of emergency preparedness, disaster response and recovery, and operational continuity. The Director is responsible for coordinating with key leadership and decision-makers, faculty, and staff within both Georgetown University and the University's community and city partners to develop, implement, manage and optimize campus-wide emergency preparedness and business continuity response plans and programs. The goal of this work is to improve the University's ability to function effectively following any adverse event. Additional duties include, but are not limited to:

  • Initiate, develop, lead, and conduct emergency/disaster drills and exercises.
  • Assist campuses, schools, and departments in preparing appropriate localized plans.
  • Assess business continuity priorities and coordinate institutional community alerting and emergency notification protocols.
  • Work to ensure the safety of the University by making decisions and evaluating lessons learned that may directly impact the overall health and safety of students, faculty, and staff at the University, including the oversight of the main campus (including the School of Continuing Studies, located in downtown Washington, DC) and medical campus.
  • Work in close coordination with the Georgetown University Law Center Public Safety & Emergency Management Office, as well as Georgetown University Qatar and other international locations.




Work Interactions


Reporting to the Associate Vice President for Public Safety, the Director of Emergency Management manages a staff of two employees. The Director is charged with providing leadership and management to Georgetown's efforts to plan for and respond to emergencies and to ensure a safe and healthful campus environment. The position exercises functional oversight over the University's Emergency Support Teams (ESTs) and Emergency Response Teams (ERTs) during an emergency or crisis event. Key University partners include the Vice President for Public Affairs, Chief of Police, Director of Threat Assessment, Director of Environmental Health and Safety, and the Director of Facilities Management. This Director interacts with all departments of the University as part of emergency planning, preparedness, response, and recovery and works closely with senior level administrators and academic leaders. The role requires a detailed understanding of available resources and requirements to carry out Georgetown's educational and research missions, and the ability to draft and execute plans to protect the enterprise from major disruptions.



Requirements and Qualifications

  • Undergraduate degree required; Graduate degree is highly preferred
  • Eight years of progressive experience in emergency management including at least four years in higher education
  • Proven track record of partnering with a diverse set of stakeholders to develop formal and thoughtful business continuity operational plans
  • High level of understanding of organizational impact related to program implementation in the areas of risk management, safety, emergency response, business continuity, response and recovery
  • Demonstrated track record of inspiring, motivating, and empowering staff members with stellar interpersonal and relationship building skills
  • Cogent and clear communication style, along with executive presence (critical to being effective and influential)
  • Evidence of strategic thinking and an ability to envision the future as it relates to emergency planning and business continuity.
  • Resourceful with an ability to execute
  • Collaborative orientation, humble, and a team player
  • Flexible and agile with strong project management skills
  • Astute politically and mature with strong written and verbal and skills



Successful completion of emergency management industry certification programs such as those listed below is preferred:

  • The International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM)
  • Certified Business Continuity Professional (CBCP)
  • Project Management Professional (PMP)
  • Master Exercise Practitioner (MEP) Program
  • Homeland Security Exercise & Evaluation Program (HSEEP)

Pay Range:


The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:
$80,429.00 - $157,238.93


Compensation is determined by a number of factors including, but not limited to, the candidate's individual qualifications, experience, education, skills, and certifications, as well as the University's business needs and external factors.
